Component 2: Capacity Development (CD)

1. Assess the main CD implications for (i.) officers in BAPPENAS units involved in poverty mainstreaming, planning and budgeting, (ii.) to a lesser extent officers of the other key agencies involved (e.g. units in Menko Kesra, MOHA, MoH and MoE) and (iii.) units and officials at the district level involved in pro-poor planning and budgeting.

2. Determine skill levels and capacity development requirements for the Poverty Reduction Unit in BAPPENAS and associated key players in the GoI and for similar units and officers in the selected districts.

3. Determine and implement a CD program with both ID elements and HRD activities and programs for improved pro-poor planning and budgeting for the central and district governments
